Is there or can we have an AROS developer kit that lets you customise the Workbench, GUI and other things?

Developer kit? You mean a skin? If so then yes, to certain extent, there are other skins to grab or choose within aros but mostly incomplete. Especially that i discovered that there are parts of the skinning that are not possible to modify correctly due to bugs in skinning. This concerns primarly the skinning of the pulldown menus. Other than that the skinning system is rather compatible with os4 one so likely the skins can be used interchangeably.

Making an own skin is easy. Just need to edit and save its elements in some gfx formats aros can load, as png or iff and save it within the coreect herarchy of directories. Additionally you may want to edit some setting files to adjust the width of the frames and such. After looking at templates its almost self explanatory.
