All AT/ATX PSU have discharger resistors in parallel with the high voltage capacitors,
 so is a question to wait ~20 minutes for the discharge and you can work on it.

And, a lot noisier, both audibly and electrically.

You *can* get a nasty jolt playing around with disassembled switching power supplies if you're not careful.  Switching power supplies charge large capacitors to high DC potential.  Mains disconnected or not, should you find yourself across one of those caps, you're going to be hurting, at the least!

From where? Once the PSU case is closed you don't have mains live wires to touch.

 It behaves exactly like a regular Amiga brick (only with a "little" more juice);-)

Many have done that before, but you should be careful not to get an electric shock from it.
