OS3 version is still on my A1200 being tested  It is a few iterations behind on the development/bug fix curve so will be released later.

The OS3 version will be a direct download option from http://www.amistore.net website like the new PPaint OS3.

The OS3 version is not "delayed", it is just at a different development position to the OS4 version.  For example, Andy has had a lot more work to do on the OS3 version with ensuring compatibility with the older ReAction gagdets which have missing functionality from the OS4 versions.  This adds development time to the project.
