What are the correct steps to install a new video card? Going from a HD 6670 to a R9 280X  Thanks

Ok so I went ahead and did what I would do on any other computer. I replaced the HD 6670 with my R9 280X card and nothing. Computer boots (i think) no video signal to the monitor. Any ideas what is up.

So you have both power connectors on the card connected ?
I think that these cards need both an 8 pin and a 6 pin connection

I am using a 6 pin with the 2 pin total of 8. Info with the card shows many options, what I have done is one. The info with the card sucks big time but that was the best I could figure. Should I use the connector below too? If I use this I am guessing that I will piug in the white connectors into the sata cables for power. The X1000 only has 2 pci-e connectors from the power supply. It also seems to me that I should remove the HD6670 from the DEV drawer but I don't know.

I think that you should try to get some clearer instructions about the power connectors from the card manufacturers website before experimenting.
You can have one monitor in Devs:Monotors named Radeon that will work for all cards once you include following tool types :

CMPLENGTH=6
BOARDNAME=Radeon

Spectre660 is right, you need to plug in both power connectors. I have the same card and did the same mistake first :)

Glad to have been able to help.
It checks for 6 charters in the moniter driver name
(radeon=6 characters)
(radeon 6670=11 characters or 10 if no space in the name) .
