Protracker question

I'm trying to understand one thing. In Protracker, the first two bytes of a sample are always set to zero. I don't understand why. The only short explanation I've found so far is to prevent "stuck beep syndrome" on non-looping samples, but I don't understand what it means (see http://distrita.com/ne/ ).
