This game is right up my alley. The first ten seconds I was like @*!$% what is going on here? The brown slim bar you got descending from the top is the timer.
That bar (called "zapper") is not a timer: it comes down 1 step every shot that hits nothing. If the cannon crosses it, it's game over. There are ways to push it up, too.
Except for the RUSH levels, there is no timer.
There are a large number of details, some of which are hardly discovered by simply playing: I recommend reading the instructions (either the menu scrolltext, which can be paused/accelerated with LEFT/RIGHT, or, even better, the manual).
So far, only level 2 has been completed. Under 2k in score, ha, ha.
