Nope, the Oliver twins (Phil and Andrew) came up with the concept for Dizzy, and did some of the Dizzy games. Other Dizzy games were coded by Fred Williams, Jon Cartwright among others.
The Dizzy games were published by Codemasters, which is owned by another set of brothers, the Darlings (Richard and David).
The Oliver twins split from Codemasters in the early 90's and set up their own games company called Interactive Studios. Their first game was Fire and Klawd on the PS1 and Wargames on the PC.
Interactive Studios was renamed to Blitz Games about 3.5 years ago. They went on to release Chicken Run, Little Mermaid, Frogger 2, The Mummy, Fuzion Frenzy, and several other games.
The rights to Dizzy was retained by Codies as far as I know, but I remember Phil Oliver mentioning that they wanted to buy the rights back.
Anyway, I think Dizzy is a great character, and should come back. The movie on that website looks very cool indeed. Blitz have a good track record of producing fun platform action games, and Dizzy would be right up their street. Fingers crossed :-)
