AFAIK this is some ARM machine, running Atari emulator. We already have such 'Amiga' (ARMiga).

There is a (very long) thread over at atariage.com about this thing.  Lots of slamming on the current 'Atari' and lots of talking about tacos, pretty funny read if you ever get really bored.
