I wrote my own,  dual pane manager, embedded lua for scriptability. Runs on Linux + Windows. I still maintain and work on it. source is on gitorious. compiles as console or as 'gui' mode app (gui mode emulates console in window so looks the same).

freecommander is free but I dont like it much. I found dopus pretty good but it felt slow somehow. there is also far commander. I tried a lot out on windows and dos, most of the windows ones sucked or were crappy shareware utils there were mostly second thoughts.d
