The images are all present and correct and no directory permissions have been altered. It would appear that the issue might be down to the same slightly overzealous resource monitor that was occasionally blocking access to the entire site previously.

It depends on how recently IE cached the images. I believe the site sends headers to cache for 2 weeks typically.

I've contacted the admin because I suspect the problem is something that can't be fixed by playing with the site's local rewrite rules or directory permissions. None of them have changed anyway, so that would indicate that it's something in the apache configuration (which I've no access to) that's currently blocking images. It's not a problem with any of the images per se, I even added one to be absolutely sure.

One for the hosting provider to look at.

That seems to be your browser failing at gzip for some reason. Which is weird because unless the browser advertises that it accepts gzip encoded data, the server shouldn't issue it.

Actually, there were a subset of the images duplicated on that path used just by the root level pages as everything else ran from within /forums.

I don't know why they went missing, but I've quickly re-added the ones that are essential for now.
