At the moment, with the current official core, it is just an accelerator with RTG (similar to a BPPC+BVision combo, for example).
Its certainly not a whole computer, as its completely useless without an Amiga to provide all the rest.

When AGA and 16-bit sound are added in the next core release, it will be an accelerator with RTG, flicker-fixer and sound-card all in one.

The fact all the above sit on the same board, being an all-in-one product, doesnt make it anything different.

By your logic, a Picasso IV with all its addons (audio, flicker-fixer, tuner, etc) is not a 'graphics card'.
