How is one OS more stable than another?

When you had Windows 3.0 vs OS 2 which was suppose to be more stable. They were written by the same Microsoft programmer.
How did OS2 end up being stable? Was it just some bugs that were left in Windows 3.0? Was it something legacy that had to be left in?
