So Barry force the two companies into bankruptcy?  Pretty mean spirited, but I suppose you have to be ruthless in the face of the competition.  Part of why Microsoft was dominant was because of it's ruthlessness.

Unless they had some kind of overseas operation they probably are out of the SEC's jurisdiction...

But I don't begrudge C=USA's use of lawyers to get it's way, the IT industries leaders (Apple & Microsoft) spend the equivalent of a third world country's GDP on Lawyers.  It's all part of the game, and the fact that Barry was able to play the game speaks well for C=USA.
