Looking at this or this makes me wonder if WinUAE will run on this 3 second boottime windows?

It will, if you keep DirectX in the system.
I used 98lite for my firewall. Boots in no time; perfect should it ever crash.

Hum sounds good for certain systems...

Worth a mention if you`ve got CPU cycles to waste, is Windows98 SE service pack.

It`s a compiled service pack for Windows98 SE and  contains all the Windows98 SE updates from WindowsUpdate site and few performance tweaks.

Er, if you want to bloat it a bit more....
