Do you have a TCP stack running, USB running, or a GVP Spectrum graphics card? All of those things have been known to cause conflicts on some systems. Also I would make sure you're using the latest version of WHDLoad, slave files from a known-good source, and have everything properly installed.
Beyond that, sometimes you just gotta play around with the options a bit. Good luck!
