Think about it this way.
Lets say the government (whichever one) decides that it's a good idea for ISPs to charge for a package of web sites and add a premium for extra sites. And they might, since it is a potential revenue earner for them. All the people who are very annoyed by this will go to other providers who provide their service the way they do now. This would be very bad for the ISPs who are charging for web packages, since they will lose customers and risk going out of business. It would also be bad for the government, because they would lose out on revenue, and they don't want companies going bust. So the government would have to legislate to prevent ISPs from giving their users unrestricted access to the web. First of all, this is pretty unethical. Secondly, it would most likely result in an "underground" Internet, outside of government control, which did not have such restrictions. This would be unregulated, so Internet crime such as online fraud and child porn would go up. I don't think any government would want to be responsible for that.
