The last update of this forum was 4/18.  Is it really necessary?

I think not.

How often is it used?

If the tutorial is about software, put it in the software forum. If hardware, put in the hardware forum. :-)

i seem to have a blind spot for that forum...

Perhaps if you renamed it to `cracking forum` then ppl may pay a bit more attention to it (er, or not).
