That doesn't seem to be the case in NTSC-land. Even some high end Samsung and Sharp displays sold here don't handle PAL signals. I'm sure the hardware is capable, but the firmware just doesn't allow it.
Loads of good converters around. As an added bonus if the conversion is lousy you'll never notice on an NTSC set anyway (sorry, I just couldn't resist).
