So you sent him £500 outside of ebay through PayPal?

Ebay can't refund you but you can certainly report it to ebay and the police if you have correspondence regarding the agreed sale. It's worth a try, $500 is no joke.
If that doesn't bare fruit then you'll have to put your thinking cap on and figure out how to get some money/satisfaction back from this situation.
