Smallest web and E-Mail server, possible Linux or Windows?

How would I go around ordering a domain name the most affordable way?
 
Also, is there a such a thing as a web and E-Mail server on a chip?
If not I was thinking about building some hardware that could run on solar power and then use either Linux or Windows. I am not sure what operating version I would be using.

Another question for either OpenBSD or Windows:
Are there any web server games available, like card games, chess or strategy games where people log on to the server and play against each other either realtime or turn based?
 
Anyone ever tried Freeciv Metaserver?
