No, it's legit.  I was sent a money order for $15,000 and deposited it into my bank account, then returned the cash minus the $150 plus shipping.  Should have it any day.

iirc I read somewhere that there was some minor issue with the floppy drives "on post Commodore" A1200's is this true of the 1995 vintage units and do these require "timing fixes" to run Jen's acceleration boards?

Thats correct.

From memory the AI A1200 used a higher capacity PC drive where as the C= A1200's used a regular double density drive.

AI A1200's are revision 2B which from what I can gather nearly always require timing fixes.

So what's the actual issue with the FDD's and is it a simple mod to fix?

If the invoice/sales docket says the item is 2nd hand then all consumer law relating to new items is rendered moot, only any laws covering sales of 2nd hand gear applies.

Euro consumer protections are very similar to Aussie ones, we have 7 days (14 in some states) to return a defective item even on 2nd hand gear - only exception is if was sold in unknown or not working condition, then it's buyer beware.
