Philips CM8500 / Amiga 1081 strange SCART pin16 issue

Hi to all,
I've got a Philips CM8500 monitor (which is an Amiga 1081 clone) with a strange issue.
This monitor has a frontal RGB/COMPOSITE switch.
Setting the monitor as "RGB", scart pin16 (Fast Blanking) outputs 2.0V (??)
while, when setting as "COMPOSITE", there is no voltage on that pin.
(I measured these voltages without anything connected on the SCART)

This is very strange, as the Fast Blanking is an input pin (for the monitor); it shouldn't output any voltage.

Moreover, I use this monitor with my retroconsoles/retrocomputers via the RGB SCART line. When I power off them, the monitor sends about 1V from pin16 to the console/computer, which I can measure on the mainboard +5V line, too!


Anyone with same issue?
