laugh all you can!
but here in NL we didn't have a decent winter since 1997! (Wich also was a rarity last decennia)
I get grumpy if I can't skate on natural ice in the winter.

Well, it's gonna cost sweet dear money big time. Already here in NL, the government is investing in infrastructural changes, to prevent damage caused by minor floodings happened the last decade.
