OWB works for me finally with CS MK3 68060@80 MHz 96Mb + Mediator with Voodoo4 + latest Picasso96. It runs in 24 bit and 16 bit PC on Workbench. It's pretty slow except for picture loading but looks like it could be usable on high end 68k systems if it could be made about 50% faster and bugfixed. Memory usage isn't bad at all. I got an ixemul "bus error" after a while so it might not have anything to do with WinUAE. Probably a bug in ixemul.library?

A) Do a google search and follow the link.

B) Command line option when starting but be sure to have enough stack. Look at how much stack is needed in the icon and set with the stack command in the shell.

Yea, Google is the default page for OWB. Don't be surprised if it takes a long time to load. It takes probably 20-30 seconds on my 68060@80MHz with UltraSCSI hard drive to start. I think it must create all the sizes of scalable fonts it needs.
