amiga games icon

i'd like to transform a JPEG, PNG or other format in Amiga icon that must visible from kickstart 1.3 or 3.0/3.1 with their default colors.
I can do it with Amiga or PC software that i can easily do?

i found some games incon on aminet, but these ones are Tools icons. I need to transform in Project. So i presume i should work with 3.9 and RAWinfo

i'd like to make easily from windows, but maybe there isn't a good software for that..

It can be used to set icon type to project (and lots more)

Traditionally, icons on amiga would just use the colours of the worlbench screen, only with 3.5 and newer can you have icons using their own palette. For 3.0 and 3.1 you can fix this by using icon.library v46.4, but there is really no hope for 1.3, it doesn’t even let you set workbench screen modes with mote than 4 colours iirc.
