Some encodes/releases are crap and out of sync, that's just normal (unfortunately).

Click on the "Show extended settings" icon on the lower right in VLC, choose the "Synchronization" tab and adjust the "Advance of audio over video" to sync it.

If you want to be able to playback 720p without worrying you're gonna need:

A new CPU and Motherboard! And the new motherboard may not be compatible with your RAM so probably new memory. Hmm, you may need a new pci express video card too( if yours is AGP )

A nice Core2Duo would be ideal but most dual core Intels or AMD cpu's should be fine for 720p.

If your on a tight budget the older Dual core chips can be had quite cheap.

If you want 1080p in the future then you need to look at something like a Intel E8400 or whatever AMD's equivalent is these days :)

oh, the 30FPS and 25FPS will just be because one is NTSC and the other PAL

Thanks for all the help guys. I guess I will just have to live with it or up grade. Snow Leopard just can out and Windows 7 is round the corner, guess it could be a goof time got me to look at least.
 
Another though, I could just stick to SD video! That has not done us all so badly over the last few years! :afro:

your system is woefully underpowered. As Hektic pointed out - you need to upgrade. And if you're upgrading you might as well go for 1080P playback for the little extra it would cost.
 
I built my system some months ago: Gigabyte mobo, AMD 6000+ dual core, 4Gb memory, GTS8600 and an LG Blu-ray/HD drive. Plays 1080P flawlessly. Without the drive you should be able to upgrade for around £150-£180.
