PAL on an NTSC A2000 with Indivision, can it be done? When I toggle into PAL mode in the boot menu my LCD monitor image is about half the screen and still cuts off the bottom half of the image. (Hard to visualize I know) but maybe I'm doing something wrong or does the LCD not support it?

You don't need an Indivision for that. Any Amiga with at least the ECS Agnus and Kickstart 2+ can toggle between NTSC & PAL through early startup. Sounds more like your LCD doesn't support it.
Does your monitor have any sort of auto-adjust features? Try telling it to adjust again after you've switched to PAL, maybe?

Edit: the Dell 1707FPV 17" monitor works well with just a couple tweaks in the monitors menu.

Quite a few LCD's don't support 50Hz via analog (VGA port), and fewer still using DVI (though I believe the Indi ECS is VGA only... correct?) If you found one that works, consider yourself lucky. After that, carefully tweaking the monitor settings will often yield a *huge* improvement (specifically, the "clock" or equivalent adjustment).

Although I've gotten quite satisfactory "auto-adjustments" using some of the higher end Dell "business-class" monitors. But I know the lower-end models require a bit more button-pushing. ;)
