Is there any good Reaction GUI Builder out there?
Regarding GUI build is StormWizard 2.3 any good, is it still developed?

ReActor is in the NDK 3.9 and is OK (but there's some documented bugs to work around)

For AOS4 you have ProAction by Andy Broad.
I think he uses it for the GUI of its paint program Sketchblock so you can yet an idea about what it can do.

That's not exactly a GUI builder in the GadToolsBox mould (actually, GadToolsBox is also pretty good), it's more like a scripted realtime GUI for batch scripts, like AWNPipe.

But Reactor in the NDK3.9, or GadToolsBox will do what OP needs.
