Who can make WHDload installers?

I'm wondering if there is anyone out there who can produce WHDload installers? I went to download one for the AGA version of Detroit only to find there is no installer for Detroit. The game has installer with it, but I find WHDload so much better and prefer to use it where possible.

Theoretically? Anyone can make them! (There's a dev package.)

Practically, I think most of the WHDLoad guys hang out at EAB.
