You can buy OS 3.9, e.g. at Vesalia (http://www.vesalia.de) or (http://www.amigakit.com), but it can not be installed natively on your PC. You can run it in an emulator though (WinUAE or E-UAE).
If you want to install a Amiga-like OS on your PC, I suggest you take a look at Icaros Desktop: http://www.icarosdesktop.org

Just buy Amiga Forever. It installs itself and you'll have an OS3.x environment that knocks the spots of OS3.9, plus the option of Amikit and Amisys.
You can download the ISO from their website. Just don't get the "basic" (cheapo) version, get the middle one.

AmigaOS 3.9 cannot be downloaded free legally, of course if you hunt the naughty sites you might find it.
To install it, you'd need to run an emulator: http://www.winuae.net/
But you also need the kickstart Amiga ROMs which are also not free.
As advised earlier, the easiest way is just to get hold of Amiga Forever, it's cheap and all set up for you:

Please note that OS 4.x does not run on normal pc's. It requires a PPC processor and only certain systems are supported.

Did you download the cheapo "Value" Amiga Forever version? You need the "Plus" or "Premium" edition. When they install you get a boot menu and the AmiKit and AmiSys installations are 2 of the options under the "Applications" tab. See this picture of my desktop:

The first time you run them they download some files automatically and set themselves up from the Workbench files that come with Amiga Forever. No OS3.9 CD is required.
Did you buy your downloaded copy of AF or is it a pirate download?

You cannot install AmigaOS3 natively like you install Windows, because it is made for running on an entirely different processor architecture than the x86 CPU in your PC, namely the Motorola 68k CPU series.
You can, however, as suggested earlier in this thread, emulate an Amiga computer on your PC and run AmigaOS1-3 in the emulator.

I download Amiga forever 2011 and amikit.I start Amiga forever and in aplications tab i download amikit and amigasys and start that,i now i can use amiga os.
Tell me can i download and where Amiga os bootable and start Amiga os when i turn on my computer?
I see one man on youtube put video where he can choose win xp and amiga os when he start comp.Please give me adress if you have where i can download os 3.9 or never.

When i star amikit i choose english and then i must chose some os cd version (but i dont have os on cd) or i can choose instaled amiga forever.When i choose amiga forever amikit tell me that he cant find that on computer.

You cannot install AmigaOS3 natively like you install Windows
You can however boot off of the AmigaForever CD which will give you a "live cd" like Amiga environment. I know its just linux, but it does look pretty convincing....
I found that out by accident when my notebook just booted into AmigaOS. Thought I was going crazy for a second.
